Job Purpose:

The Head of North American Public Policy works closely with the Vice President, Government Affairs in developing BorgWarner's government affairs strategy and team to advance the company’s public policy goals. As a global strength function, this role focuses on North American public policies that could impact our products, business, and build our brand and reputation with government stakeholders. In particular, this role (1) provides high-level strategic guidance, fosters internal consensus, and advises on policy research; (2) works closely with functional leaders to gain increased visibility and understanding of BorgWarner's product and business issues for advocacy purposes to support the company's profitable growth; (3) manages state affairs personnel, external consultants, and cross-functional teams to support the company’s legislative and regulatory objectives, and (4) provides process ownership and responsibility for establishing best practices to manage and optimize North American federal and state government relations.

Key responsibilities

  • Strategic Leadership: Develop and implement overarching strategies for federal and state advocacy, ensuring alignment with BorgWarner’s long-term business goals and growth initiatives.
  • Government Affairs Strategy: Collaborate with the VP, Government Affairs on the development of strategic plans for government affairs, focusing on enhancing the company’s brand and reputation with government stakeholders. Engage with national and state government leaders to advocate for policies that support BorgWarner’s interests. Provide advocacy strategy recommendations to internal leadership and stakeholders. Execute external communications plans for government and other relevant external stakeholders.  
  • Public Affairs Strategy: Collaborate with internal stakeholders, such as Marketing, Investor Relations, Human Resources, and other subject matter experts, to co-develop and support public affairs strategies that support the company’s communication and reputation management goals.
  • Internal Advising and Consensus Building: Serve as a key advisor to internal stakeholders, providing strategic insights and fostering consensus on legislative and regulatory issues. Collaborate with functional leaders to align advocacy efforts with business objectives.
  • Policy Research and Analysis: Oversee comprehensive policy research initiatives to identify and analyze legislative and regulatory trends. Provide strategic recommendations based on research findings to support the company’s advocacy efforts.
  • Management of External Consultants: Direct and manage external consultants to ensure effective lobbying strategies and advocacy campaigns. Oversee the selection, engagement, and performance of consultants to achieve desired outcomes.
  • Leadership of State Affairs Personnel: Hire, manage, and develop state affairs personnel to ensure cohesive and effective advocacy efforts across the company’s priority states. Provide guidance and support to state affairs talent to align their activities with the company’s strategic objectives.
  • Economic Development Advocacy: Support economic development initiatives by collaborating with the Economic Development team and advocating for policies with governments that promote BorgWarner’s growth and competitiveness.
  • Legislative and Regulatory Monitoring: Establish processes for monitoring and analyzing legislative and regulatory developments in North America. Communicate potential impacts to internal stakeholders and develop proactive advocacy strategies.
  • Stakeholder Engagement: Develop and maintain strong relationships with government officials, industry associations, and other key stakeholders. Represent BorgWarner at industry events, conferences, and public forums. Represent BorgWarner in key trade associations and committees to shape their policy positions and advance the company’s public policy goals.
  • Compliance and Governance: Oversee compliance with federal and state lobbying regulations and support corporate governance initiatives.
